ok going to have a stab at a second anser as no where in the Q dose it say werth the clock is working or not to have a clock that is right all the time now im asuming the clock is working then the anser would be = 1

It is a very badly worded question that makes no sense at all, hardly a riddle at all. It doesn't specify whether ANY clock is right all the time, nor whether we are talking clocks with second hands.

In fact if it had a 'sweeping' second hand then you would need an infinite number of broken clocks to be sure that at least one of them was exactly right at any specified time of the day.
