In my opinion id say they're both donk plays. in my instance he went all in for 30 chips, he couldn't possibly want a call with 74, he risked his whole stack for 30 chips.
Also in your instance, he calls 210 raise, he has over 7100 chips, only a small fraction of his stack, but of course, shouldn't call with the junk he had.

if people let me see next card for cheep i wanna see next card.,i'll check my good cards ,,let them bet,,then i nail em'' all in-ers and chip bullys only get ya if yer not patcient...of corse crazy stuff happens too.
i think a lot of this is not forceing his hands early and not trapping him.
