Who can't upload and since when?

need more information on who can upload pictures/avatars on forum and who can't and since when you have issues please post here

dont know if this will help but have always been able to post pics from my album but had a problem for over a month,have sorted it know and it was my end i failed to upgrade my toolbar when i did i was back to normal hope this might help others
