See if im ready to move up a level - at the moment from 3 to 4 and i still have $4000 in skills still to use up but currently done have enough $. Will these 4 points from this be forwarded onto and be included in my skills available when i move to level 4????

yes no worry all your skill points will be carried with you when you level up.
Just one important point : Moving from level 1 to 2, from level 9 to 10 and from 29 to 30 means a x10 on skill points cost so it is highly recommended to buy all points before level up to avoid losing some!
