If I buy a dress from the Poker shop I get less boosts than if I buy a Suit....Same price less boosts

You miss the main point : In most of the cases (depend of your character balance) reading skill will be much more valuable than bankroll management.
My last lvl 51 character was wearing a luxury dress for example

A kilt does not count Roly. I was thinking more along the lines of a off the shoulder short little red dress . Zane i will take one of each please. Oh and one of each silk panty too .
